Invitation to Tender: Opportunities Framework – Specialist Partners

Positive People and Hopeful Families are projects funded by the European Social Fund and the National Lottery Community Fund.  They are led by Pluss, a Community Interest Company and part of the Seetec Group.

These programmes offer a lifeline to people who are not in work to help build confidence, skills and give a sense of hope for the future.  We empower people to get involved in local communities, connect with others and feel good through a range of social prescribing and employability activities.

Positive People and Hopeful Families are delivered by a partnership of social enterprises and community organisations.

Seeking like-minded specialist partners…..

Mark with his digital coach ChloePluss is inviting potential partners to join partners on its existing framework-style agreement (Opportunities Framework) covering a wide range of specialist employment and health services across its programmes.

Specialist Partners are able to access funding to deliver a range of services that will help participants to overcome barriers, enable progression and help them to progress through the programme.

The needs of participants will vary, and services will range from support for drugs and alcohol misuse right through to arranging workplace adjustments for sensory disabilities.

These services have been identified as needs within the project through participant assessment and feedback gathered from partners, both internal and external.  (See tender pack for full range of services).

Engage Somerset TeamIt is anticipated the needs of the Opportunities Framework will evolve over time.

This initial tender will have terms laid down at the point being appointed (Direct Award).

Pluss reserves the right to procure additional mini-competitions under this framework in line with National Procurement Guidelines (ESIF National Procurement Requirements ESIF-GN-1-001 – Sep2020).

The framework expires on 29 September 2023, 4 years from its original start date.

If the programme ceases delivery sooner than that, the Framework shall expire on the final delivery day.

Potential partners can apply to deliver services in one or more (up to all five) of these Contract Areas:

  • Cornwall C2C (Cor 2.2)
  • Cornwall S&E (Cor 2.4)
  • Devon (HoSW 2.4)
  • Somerset (HoSW 2.3)
  • West Yorkshire (Lee 2.2)

  • BBO – Framework ITT (It is important that if you want to be placed on multiple lot areas, that a questionnaire is returned for each lot you wish to be a part of with the necessary answers and evidence, the option to do this is in the document)
  • Due Diligence
  • Rate -Card

In addition, please ensure you review the additional documentation included as these will form a part of your automatic acceptance of the terms and conditions.  Upon being accepted onto the framework these will be sent out for you to return and sign.

Please note if you do not return all documentation, there is a risk your bid will be deemed invalid and excluded from the process and award onto the framework.
