The first programme of its kind in Devon
‘Positive People’ will help over 1,300 individuals who are out of work to build their confidence and develop their skills.
The programme will be personally tailored to individual needs and will include help with personal development, health and wellbeing, and to develop life-skills including digital technology.
Support to overcome barriers
Partners began to deliver the £5 million programme in March 2017 and will deliver the project over the next three years. Pluss’ Chief Executive, Steve Hawkins, said “Positive People will support hundreds of people across Devon to overcome a range of barriers and build a brighter future for themselves and their families”.

Established in 1996, Devon Community Foundation is a unique organisation, privileged to be working alongside people who are motivated by wanting to make a difference across Devon. We use our knowledge of local needs and the voluntary sector to manage high impact distribution of funds designed to achieve sustainable outcomes, awarding financial support on behalf of our Fund holders and donors, which enable local people to achieve inspiring change in their communities. Every year, we make hundreds of grants to groups doing vital and life changing work in our local communities. Our aim and that of our supporters is to build thriving communities. Neighbourhoods, towns and villages that feel great to be a part of: places where local people have work, homes and opportunities that enrich their lives whatever their personal circumstances.
The Community Insights team is exploring the assets of selected communities across Devon to discover what the residents trust and value. This may include buildings; open spaces; community organisations; shared skills and offers; and will vary depending on the local identity. The connections that we make will help sustain the community and voluntary sector, and our resulting Profiles of Associational Life will be part of DCF’s learning process to ensure that our resources continue to be used effectively. We work in partnership with Positive People which offers hope, skills and confidence-building for people not in work.
POP+ is a voluntary sector support organisation with a wide reach across the City of Plymouth. Our members are voluntary organisations, community groups, faith groups, charities and social enterprises.
Our services include:
- POP+ ideas – Providing funding advice, business support, capacity building and training
- Collaboration, voice and influence – networking the sector across and with other sectors – public, health, education, commerce
- Information Hub, Communications and Knowledge Bank – relevant to organisational development, sector issues and themes relating to work delivered by the sector
We became a partner in the PLUSS Positive People programme as we are keen to work County wide, as well as across the region and we can bring detailed knowledge of community groups, resources and networks to the delivery model.
We worked creatively with our partners Devon Community Foundation and Torbay Community Development Trust to recruit a team of Community Enablers, and we work together with COSMIC out in the community to bring digital and other learning themes to life for our programme participants and those interested in joining us.
Established following discussions with over 100 voluntary sector representatives, The Torbay Community Development Trust (Torbay CDT) was formed with the intention of making Torbay a place where all people feel included. The Trust empowers communities, building on strengths and skills through Asset-Based Community Development.
The overall aim of the Torbay Community Development Trust is to create better communication across the Bay, actively encouraging local involvement and decision making in improving the region, as well as developing and supporting volunteering opportunities of the highest standards.
